fix(docker): seed full default Control UI origin set in ensure_control_ui_allowed_origins

Mirrors buildDefaultControlUiAllowedOrigins: always includes both
http://localhost:<port> and http://127.0.0.1:<port>, plus
http://<customBindHost>:<port> when bind=custom.
