fix: treat HTTP 4xx errors as permanent in delivery queue
HTTP 400 class errors (bad request, message too long, invalid form body, etc.) were retried indefinitely because isPermanentDeliveryError() only matched specific text patterns. Each gateway restart re-attempted these permanently-failed messages, growing the delivery queue. Changes: - Add patterns for common HTTP 400 errors (message too long, bad request, invalid form body, request entity too large, content is required) - Add HTTP status code detection from error strings — any 4xx except 429 (rate limit) is now treated as permanent - Add test suite for isPermanentDeliveryError() Fixes #33461 AI-assisted: Built with Claude, reviewed by human.
