Simon Kim ec6fae6b4e ci: bump NODE_OPTIONS heap limit 6144→8192 to fix OOM crashes ...

Bump --max-old-space-size from 6144 to 8192 in all CI test jobs:
- Linux: OPENCLAW_TEST_MAX_OLD_SPACE_SIZE_MB (x2)
- Windows: NODE_OPTIONS env

Fixes JavaScript heap out of memory crashes during test runs on PR #34942.
