ci: bump NODE_OPTIONS heap limit 6144→8192 to fix OOM crashes
...
Bump --max-old-space-size from 6144 to 8192 in all CI test jobs:
- Linux: OPENCLAW_TEST_MAX_OLD_SPACE_SIZE_MB (x2)
- Windows: NODE_OPTIONS env
Fixes JavaScript heap out of memory crashes during test runs on PR #34942 .

fix(tests): add resolveBundledPluginWebSearchProviders to vi.mock for web-search-providers
...
CI merge-tests fail because main now exports resolveBundledPluginWebSearchProviders
from web-search-providers.js, but the test mocks only provided
resolvePluginWebSearchProviders. Added the missing export to all three
test file mocks (runtime.test.ts, runtime.coverage.test.ts,
runtime-web-tools.test.ts).
