be1d88d1f9 fix: treat HTTP 4xx errors as permanent in delivery queue 
HTTP 400 class errors (bad request, message too long, invalid form body,
etc.) were retried indefinitely because isPermanentDeliveryError() only
matched specific text patterns. Each gateway restart re-attempted these
permanently-failed messages, growing the delivery queue.

Changes:
- Add patterns for common HTTP 400 errors (message too long, bad request,
  invalid form body, request entity too large, content is required)
- Add HTTP status code detection from error strings — any 4xx except 429
  (rate limit) is now treated as permanent
- Add test suite for isPermanentDeliveryError()

Fixes #33461

* test: reduce low-memory Vitest pressure

Reuse the bundled config baseline inside doc-baseline tests, keep that hotspot out of the shared unit-fast lane, and make OPENCLAW_TEST_PROFILE=low default to process forks instead of vmForks.

* test: keep low-profile vmForks in CI

Scope the low-profile forks fallback to local runs so the existing CI contracts lane keeps its current pool behavior.
